HPD’s lateral entry program is designed for experienced officers from qualifying law enforcement agencies who meet specific training and experience requirements.

What Is a Lateral Police Officer?

A lateral officer is an experienced sworn law enforcement officer who transfers from another qualifying agency instead of applying as a brand new recruit.

This pathway is designed for officers who already have substantial patrol and investigative experience.

However, not every law enforcement background qualifies.

Who Qualifies for HPD’s Lateral Entry Program?

To qualify for lateral entry with the Honolulu Police Department, applicants must meet specific training and experience standards.

Training Requirements

You must have successfully completed a police academy that qualifies for HPD’s Basic Course Waiver.

That generally means:

  • Completion of at least 200 hours of general law enforcement basic training in the United States

  • A total of at least 664 hours of general law enforcement training

California officers with a valid California POST certificate or POST equivalency certificate automatically qualify for the training waiver.

Experience Requirements

At the time of application, you must:

  • Be currently employed as a commissioned or sworn law enforcement officer

  • Be in full duty status

  • Work for a municipal, city, county, or state law enforcement agency recognized by HPD

  • Have at least 2 years of post academy experience with your current employer

Your experience must include all of the following:

  • Patrol duties in a geographic area

  • Responding to 911 emergency and non emergency calls

  • Enforcement action across a wide range of law violations

  • Criminal investigations involving misdemeanors, felonies, and vehicle collisions

Who Does NOT Qualify?

This catches some people by surprise.

The following do not qualify for HPD lateral entry:

  • Federal law enforcement officers

  • Military police

  • State of Hawaii law enforcement officers such as DLE, DLNR, and DOT officers

If you fall into one of these categories, HPD may still invite you to apply through the standard Metropolitan Police Recruit route.

Other Basic Requirements

Applicants must also meet standard qualifications, including:

  • At least 21 years old

  • Valid driver’s license

  • High school diploma or GED

  • Eligible to legally possess firearms under state and federal law

  • Meet HPD medical standards for vision and hearing

  • No disqualifying internal affairs history involving integrity, excessive force, civil rights violations, theft, or sexual harassment

What Does the Lateral Hiring Process Look Like?

The lateral process still requires several steps.

Trip 1 (1 Day in Honolulu)

Qualified applicants are invited to Honolulu for:

  • Written exam

  • Physical Abilities Test

The written exam includes:

  • Observation and memory

  • Written communication

  • Reading comprehension

  • Analytical reasoning

  • Bio data assessment

Applicants must score at least 70 to pass.

After Trip 1

Once you pass:

  • Personal History Statement

  • Background investigation

  • Online interview

  • Conditional job offer

Trip 2 (3 Business Days in Honolulu)

Final steps include:

  • Psychological exam

  • Psychological interview

  • Polygraph

  • Medical evaluation

Travel and lodging are generally the applicant’s responsibility.
